Located on the boulevard of the river, it is a monument placed in that place as a tribute to the Afro-descendant race that fought in the quest for independence from Colombia. Alexandre Petion was president of Haiti. He known by the name of the "Liberator of America." He was a friend of Simón Bolívar, liberator of Colombia.

Santiago de Cali has an approximate population of two million four hundred thousand inhabitants of which forty percent belong to the Afro-descendant race.

Cali is the second city in Latin America with the highest number of Afro-descendants after Salvador Bahia in Brazil.
