The monument to justice is the author's work of the sculptors Murat Amangeldyevich Mansurov, Askar Nartova, Nurlan Amanuly Dalbay and architect Kazbek Zharylgapova.

Its grand opening took place in 1998.

It is a monument of gray-haired wisdom, national unity and harsh justice of the steppe. The monument symbolizes the continuity of age-old traditions - justice, national unity.

In the composition, three great sons of the Kazakh people cast in bronze, three aksakals: Kazybek-bi, Aiteke-bi, Tole-bi. Almost 300 years ago, these great sages were able to unite the disparate Kazakh clans, tribes and zhuzes in the fight against the Dzhungar militia, and thereby saved the Kazakh people.

Tole bi Alibekuly is an outstanding public figure, Biy of the Senior Zhuz, one of the authors of the code of laws ZhetiJargy, an orator. Tole bi was born in 1663 in the tract Zhaisak near Chu (in the Zhambyl region).

In the years of great disaster, "Aktabanshubyrindy" - this period from 1723 to 1725 - the authority of the Tole bi rose even more after his call to the people to take up agriculture, move from nomadic to settled, combining livestock breeding with the foundations of city life, learn good from neighboring people, in order to take care of future generations. After the death of the khan of the elder Zhuz Zholbarys, he had ruled Tashkent for six years - from 1743 to 1749. Died Tole bi in 1756 in the Anburzhan-Orda - now the territory of the modern South-Kazakhstan region.

Kazybek Keddibekuly was born in 1667 on the banks of the Syrdarya, he belonged to the Middle Zhuz, a family of Karaseys of the Argyn tribe. Thanks to family traditions, Kazybek had already showed eloquence and a keen mind, becoming famous with biology over the years. On the role of Kazybek bi in the fate of the Kazakh people, one can say the following: he is one of the initiators of the formation and strengthening of a single centralized Kazakh state, defending its independence and territorial integrity. Kazybek bi died in December 1764 at the root of Mount Semizbour at the source of Terekty.

Aiteke bi (the real name of Aytyh) Beibekuly. Information about his biography is scanty. Scientists suppose that he was born in the Bukhara region, the date of birth and death around 1666-1722. But his decisive participation in the conference on the unification of the three Zhuzes is known. At twenty, Aiteke was already a well-known whip, at age thirty he became a senior at a high representative level. Aiteke bi along with Kazybek bi and Tole bi entered the history of the Kazakh people as the initiator of the unification of the three zhuzes, one of the authors of the code of laws adopted at Tauke Khan.
