One of Kazakhstan's original community-based tourism associations, the Ugam Public Association (UPA) has expanded into agrotourism, energy-efficient technologies, and supporting small-enterprise entrepreneurship but remain true to their core mission of promoting sustainable tourism to benefit local communities across the Sayram-Ugam region.

Travelers will most commonly interact with the UPA in their capacity as a central booking point for guest houses across the region – with two each in all of Dikhankol, Lenger, Tonkeris, Upper Kaskasu, and Ugam but more constantly in the process of preparing to host tourists. All guesthouses offer a fixed price of 9000 Tenge per person for night, including three meals, and the organisation can arrange transport from Shymkent or within the park for 105 Tenge per kilometre.

Guests who want the full tour operator experience but are keen to support local communities can book entire trips with UPA – from guides (4500 Tenge per day) and translators (2500 Tenge per hour) to horse hire (4500 Tenge per day). Non-Russian-speakers may prefer to contact Askar (+7 701 111 8192), UPA Chairman Alikhan's son, to make arrangements.
